Big Money Striker - A hypothetical

Let's say you spend 75-100M on a striker. You play a single striker formation and this guy plays all season long.

If said striker scores 0 goals, but provides 20-30 direct assists per season - was he a good/great purchase or not - what are your thoughts?

ETA: There is NO context. Immpossible to give context, we're just talking around 25 assists in a season as the sole striker... Formation be damned. Simply a striker who doesnt score, but does the dirty work and creats, DIRECTLY 25 assists in all comps (on average)
