Pierre Damas Bel fled Haiti and came to the U.S. with a dream of becoming a neurosurgeon. But after U.S. immigration authorities fitted the 20-year-old university student with an ankle monitor, he felt he was "treated like an animal" — and died weeks later when he walked into highway traffic.
