Can someone explain why PSG has never ever been investigated by Ligue 1 for breaking financial rules even though its clear to everyone that they absolutely did?

I mean, the whole league does not even bother to do any investigation to their finances and would rather let PSG win the league every single year for the past few years?

I mean PSG also was investigated by UEFA for breaching their UEFA financial rules as well.
