SAN ILDEFONSO, Ilocos Sur — An incumbent barangay kagawad (village councilor) was arrested in a drug sting in Paoay, Ilocos Norte, the Philippine Drug Enforcement Agency (PDEA) said on Saturday, Sept. 26.
