Police in Peel Region have unplugged an accused fake electrician they claim duped homeowners with phony government rebates and potentially hazardous electrical work.

In an investigation dubbed Project Circuit Breaker, investigators allege Rahyl Hassan, 39, of Brampton, operated a pair of electrical contracting businesses — Strak Holdings Inc. and Raytar Holdings Inc. — that didn’t comply with provincial licencing and safety regulations.

The investigation began with a complaint from the Electrical Safety Authority (ESA.)

Detectives allege Hassan misrepresented himself as a licenced electrical contractor, and arranged for various work projects — including electric vehicle chargers, electrical panel replacements and LED lighting installation — to be carried out by uncertified subcontractors.

These projects were undertaken at the behest of customers who were led to believe that most, if not all, of the costs for the work would be paid for by the government via a rebate program police later determined did not exist.

Rebate cheques bounced

The customers who did receive rebate payment said the cheques they were given later bounced.

“Homeowners have a right to expect honesty and professionalism from the contractors they hire,” said Peel Police Chief Nishan Duraiappah.

“This investigation highlights the serious consequences that can arise when individuals allegedly misrepresent their qualifications and services. Fraud schemes of this nature undermine public trust, and Peel Regional Police will continue working with our partners to hold those responsible accountable.”

Hassan was arrested on Sept. 23 and faces charges of defrauding the public, false pretenses, uttering forged documents, mischief endangering life and possessing counterfeit currency.

He was released with conditions ahead of his next court appearance.

Police allege 12 victims have so far been identified across Peel, Halton and York regions, but they believe there may be more.
