Has anyone been able to solve this?

I am based in Germany and I have uploaded a large variety of documents including an "Ansässigkeitsbescheinigung / Application for a Certificate of Residence" stating Germany and USA to google play for the Tax info.

Has anyone gotten approved and can help me submit the right document? Do I need to request the Certificate of Residence between Germany and Ireland?
