I took my Android 16 device, app unchanged (targets SDK 36), did this command per the docs:
adb shell am compat enable RESTRICT_LOCAL_NETWORK <package_name> Rebooted the device, and the app still works fine. It should not as it uses SSDP. What have I misunderstood? I'm trying to see the "failure case" before I try fixing anything.
